I was a really unique person in the U.S. Coast Guard. Obviously a MASTER CHIEF is an E-9, the highest enlisted pay grade possible, same as a Sergeant Major in the U.S. Army. But, E-7 called a CHIEF (for Chief Petty Officer) is a big deal in the Coast Guard. When you make CHIEF you are entirely management and always in charge. The picture shows my left sleeve of my dress jacket. Each one of the hash marks at the bottom signify 4 years of service.
How many did I have when I made CHIEF. One, just one, 6 years of service. Back then I was a freak, a one hash mark CHIEF. The year is 1981 and I am 23 years old.
A few years later I am 34 years old with 16 years of service and I make MASTER CHIEF. At the time the documentation I read said the average time in service in my specialty was 26 years to make MASTER CHIEF.
At 38 years old I RETIRED.

The modern Coast Guard was formed by a merger of the Revenue Cutter Service and the Life-Saving Service on 28 January 1915, under the Department of the Treasury. In 1939, the Lighthouse Service was also merged into the Coast Guard. As one of the country's five armed services, the Coast Guard has been involved in EVERY war from 1790 to the Iraq War and the War in Afghanistan. In 1967 it was transferred to the Secretary of Transportation. That is where it was when I was active duty. After the 9/11 tragedy we created the Department of Homeland Security and the Coast Guard was transferred again. It was never part of the Department of Defense because it is the only Armed Force of the U.S. authorized to enforce Federal Law. It is exempt from the Posse Comitatus Act that prohibits U.S. Armed Forces from doing so.

1985 to 1996
I was a
in CGI (now CGIS)
I graduated from the U.S. Air Force Office of Special Investigations (OSI) Academy as the Distinguished/Honor Graduate. In a class of over 60 Special Agents, some Enlisted, some Officers, some Civilian, I was the top man. A feat that had never been done by a Coast Guardsmen. I was also the Top Gun of the class, again a feat that had never been done, some of those Agents could shoot very well. The OSI Academy was 12 weeks long and it was the most training I ever received in my life, very intense.

No uniform at all, I was always in a suit and tie for the first few years. Did I have some success as a SPECIAL AGENT, yes I did. At a time when it wasn't done, my Credentials and Badge were RETIRED when I retired. I have them at home. Read the letter from the Commandant's Office
You may not realize it but I had the same Federal Authority as an FBI agent. If I had witnessed something or had probable cause it was happening no matter where it was. Obviously I had to conduct investigations in something related to the U.S. Coast Guard, mainly drugs and illegal alien smuggling, but I was not the man to push one over on. I put a number of people in Federal Prison and I set a couple of world records, at the time.
If you read the last sentence on my Credentials I was authorized to carry a firearm and I did, all the time.
My military rank was a secret. Agent's did not ever specify their status or rank. Some Agent's were civilian and had no military rank. If you think about it some Coast Guard personnel might think they could order an Agent or get one over on him/her if they out ranked them. No one could know and for the most part they didn't. So, this is a picture on me on an intelligence case. Doing a little surveillance out in the woods on the waterfront. What is that in my hand I'm holding up? It is a Mini UZI and it was fierce. We had one while I worked in the Washington Field Office. I went to the State Department to take the UZI qualification course they offered. I can tell you this much, I would not want to be on the receiving end of it. Super high rate of fire...(1000 rounds a minute)...

So, you may wonder how I did it. At least some of it. The truth is I had some skills as a Special Agent and I never faced by a criminal, either internally or externally, that did not confess to the crime to my face. How was that done, you might ask? Believe it or not the U.S. Air Force OSI taught me the Reid Technique of Interrogation. Not all Coast Guard Special Agents went to the OSI Academy. I searched my memory for anyone I could never get to admit to their crime. Zero memories, my skills were that good, for real.

The flag on the left is the formal Coast Guard Flag. Simple but beautiful. The flag on the right is the Coast Guard Ensign. It is flown underway on every Coast Guard vessel, 24/7. It truly marks the U.S. Coast Guard and is never carried in a parade, it signifies Law Enforcement.
